OLD LYME PLANNING COMMISSION
REGULAR MEETING
THURSDAY, DECEMBER 10, 2015
PRESENT WERE: Harold Thompson, Steven Ross, Edgar Butcher, and Chris Kerr. Also present were Alternate Barbara Gaudio seated for Robert McCarthy and Alternates Don Willis and Todd Machnik.
QUEEN ANNE COURT – DISCUSSION OF ROAD IMPROVEMENTS – FRAN SABLONE
The applicant requested this item be tabled until the January meeting.
SUBDIVISION- ELIZABETH QUINN – 38 ROWLAND
Fern Tremblay, P.E of Angus McDonald & Gary Sharpe & Associates was present to discuss the application on behalf of Elizabeth Quinn. He noted once the application was submitted to the Land Use Office it was then forwarded to Attorney Cassella for review. Tremblay noted as part of Attorney Cassella’s review he requested additional information including a parcel history map. He noted Cassella also in his review determined that this parcel had been previously divided therefore will require the approval of a Resubdivision.
Steven Ross made a motion to receive the application and set it for Public Hearing at the January meeting. Chris Kerr seconded the motion. The motion passed unanimously.
ELECTION OF OFFICERS
Chris Kerr made a motion to nominate the existing slate of officers. Barbara Gaudio seconded the motion. No additional nominations were voiced so Chris Kerr made a motion to close nominations, seconded by Barbara Gaudio. The motion passed unanimously.
The motion to reelect the current slate of Officers was voted next and passed unanimously.
Chris Kerr made a motion to re-elect the existing slate of officers. Barbara Gaudio seconded the motion. The motion passed unanimously.

READING AND APPROVAL OF THE SEPTEMBER 2015 AND NOVEMBER 2015 MINUTES.
Steven Ross made a motion to waive the reading and approve the September 2015 and November 2015 Minutes as submitted. Barbara Gaudio seconded the motion. The motion passed unanimously.
OTHER BUSINESS
Steven Ross reported on the dredging project that began the 2nd week in October. He noted they started on the outer channel of the Four Mile River. He stated it went slower than anticipated because it was found to be hard packed sand which would be perfectly suitable for beach nourishment which the DEEP denied. He further reported the day after the Town Meeting vote he received an email from someone at DEEP asking if we could use the dredged material for beach nourishment. Ross stated there is obviously a communication problem within that department.
Ross stated the outer channel is pretty much completed but will require some touch up later on the edges because as they go along they have contracted to have hydrographic surveys done to verify the depth and dimensions of the channel. He stated they are now working their way up Four Mile River north of the railroad bridge. He stated small barges will need to be loaded to get them out under the bridge and then loaded onto larger barges. He said they anticipate having Four Mile completed by the end of the month. He stated they will then head over to the Black Hall River which is half the volume of Four Mile.
Thompson asked how long the dredging lasts and when it would need to be done again. Ross stated it has never been done before therefore there is no baseline.
